An experienced leader in public service management, Phil brings more than 20 years of hands-on experience leading the development and execution of strategic programs to drive organizational excellence. Phil collaborates with Members of Congress, Leadership and Staff and non-profit organizations as a trusted advisor on a variety of organizational transformation and performance strategies.
Beginning in 2000, Phil worked in Congress serving as the Deputy Chief Administrative Officer (CAO) for the U.S. House of Representatives where he led major strategic organizational performance management programs, collaborating with and advising House Member and Committee offices and House and Senate Officers. Phil was the Managing Director of the Human Capital Management and Organizational Change Practice for a DC-based management consulting firm. He also served five years as Special Assistant to the CIO at the Environmental Protection Agency.
Phil earned his MA in Politics and Public Policy from the Eagleton Institute of Politics at Rutgers University, and his BA from the University of California, Berkeley. Phil also served as a California Executive Fellow, and worked as a legislative liaison for the Governor of California.
Partners
Citizen trust in an effective and responsive Congress is essential to democracy. The Congressional Management Foundation (CMF) advances this goal by working directly with Members of Congress and staff to enhance their operations and interactions with constituents. CMF works directly with citizen groups to educate them on how Congress works, giving constituents a stronger voice in policy outcomes.
